Establishes new state laws regulating unmanned aerial vehicles (UAVs/drones), including prohibitions on operating UAVs in violation of federal aviation regulations, interfering with law enforcement operations, or photographing critical facilities without written consent.

Requires law enforcement agencies to obtain a warrant before using UAVs to gather evidence, with warrants specifying authorized personnel, operating location, flight duration, data collection methods, and data retention/destruction procedures.

Prohibits individuals and agencies from equipping UAVs with weapons, and prevents counties from enacting local UAV regulations (except for county-owned UAVs).

Allows public agencies to use UAVs for emergency response, disaster relief, environmental monitoring, search and rescue, traffic review, and agricultural purposes without warrant requirements.

Establishes a permanent unmanned aerial systems task force with representatives from legislature, state agencies, universities, counties, law enforcement, and commercial/film industries to monitor federal regulation changes and make recommendations to the legislature by 2019.
