Amends Hawaii Revised Statutes section 205-18 to allow counties to submit their general plans to the Land Use Commission for review and request land use boundary amendments for lands designated as urban, rural, agricultural, and conservation uses.

Addresses the current practice of handling land use district boundary amendments on a case-by-case basis driven by private landowners and developers, rather than through comprehensive regional planning.

Recognizes that counties have developed modern planning departments with capable professionals who prepare detailed general plans with twenty-year timeframes and regular updates, but these plans are difficult to implement when state land use districts are determined project-by-project.

Aims to promote efficient land use patterns consistent with the original intent of Act 187 (Hawaii's 1961 land use law), aid counties in implementing their general plans, and reduce the cost of permitting that is passed to consumers.

Takes effect upon approval.
