Directs the auditor to conduct an audit of the University of Hawaii's management of faculty workload no less than one year prior to the expiration of each faculty union collective bargaining agreement.

Requires the auditor to submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the regular session in which each faculty union collective bargaining agreement expires.

Mandates an updated audit of UH's management of faculty workload to be reported to the legislature no later than twenty days before the 2018 regular session.

Responds to previous 1973 and 1997 audits that identified inadequate faculty workload policies, inefficient resource utilization, and improper faculty compensation at the University of Hawaii.
