Establishes a new bargaining unit (unit 15) for graduate student assistants employed by the University of Hawaii, allowing them to collectively bargain.

Adds graduate student assistants to the definition of appropriate bargaining units under Hawaii Revised Statutes Section 89-6(a).

Excludes part-time graduate student assistants working less than 20 hours per week from the student help exemption, allowing them to participate in collective bargaining.

Grants the governor three votes, the board of regents two votes, and the president of the University of Hawaii one vote in negotiations with graduate student bargaining unit (unit 15).

Includes graduate student assistants in the impasse resolution procedures under Section 89-11(d), allowing mediation and other remedies when negotiations reach an impasse.
