Proposes an amendment to Article X, Section 6 of the Hawaii Constitution to remove the board of regents' exclusive jurisdiction over the University of Hawaii's internal structure, management, and operation.

Removes the constitutional language granting the board exclusive jurisdiction while preserving the board's power to formulate policy and exercise control through the university president.

Adds language requiring the board's powers to be exercised "as provided by law," allowing legislative involvement in university governance.

Removes the legislature's exclusive jurisdiction to identify laws of statewide concern, allowing concurrent authority between the board and legislature.

Requires voter approval through a constitutional ballot measure asking whether the board should be divested of exclusive jurisdiction over UH's internal structure, management, and operation.
