Extends county surcharge on state tax authorization from December 31, 2027 to December 31, 2057 for counties that established surcharges prior to July 1, 2015.

Allows counties that have not established a surcharge to adopt one by ordinance prior to July 1, 2018, with surcharge effective beginning January 1, 2019.

Requires counties with population exceeding 500,000 to have mass transit agencies provide financial reports and management audits to the legislature no later than 20 days before each regular session, with potential state withholding of surcharges for non-compliance.

Directs state department heads to convey title of all disputed public highways to respective counties by January 1, 2018, and automatically transfers roads with ownership disputes where no party exercised ownership in the prior five years to county jurisdiction.

Modifies state deduction from county surcharge collections, though the specific percentage for highway projects is left blank in the bill text.
