Changes concealed carry licensing from discretionary ("may grant") to mandatory ("shall grant") for citizens 21 years or older who meet statutory requirements, removing the "exceptional case" requirement to show fear of injury.

Extends concealed carry license validity from one year to five years.

Requires concealed carry applicants to complete a firearms safety or training course within one year before applying for or renewing a license.

Changes unconcealed carry licensing from discretionary to mandatory for applicants of good moral character who are 21 or older and removes the requirement to be "engaged in the protection of life and property."

Increases licensing fee from $10 to $50 per license or renewal.
