Requires the state auditor to conduct a sunrise analysis examining the effects of regulating dental assistants in Hawaii through certification requirements offered by the University of Hawaii Kapiolani Community College's dental assisting program.

Directs the auditor to evaluate two certification pathways: completion of the certificate of achievement in dental assisting plus passing the Dental Assisting National Board examination, or completion of the certificate of competence plus 3,500+ hours of verified dental assistant employment plus passing the national examination.

Requires the auditor to submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2018 regular session convenes.

Notes that thirty-eight states and the District of Columbia currently require certification or licensure for dental assistants, while Hawaii does not.

Takes effect on July 1, 2017.
