Requires each county to mandate building permit applicants provide either a workers' compensation insurance certificate or self-insurance authorization for themselves and subcontractors, or submit a signed declaration of exemption under penalty of perjury as a condition for permit issuance.

Requires permit holders to file a signed declaration under penalty of perjury verifying workers' compensation coverage, self-insurance status, or exemption for any subcontractors hired after the building permit is issued.

Directs county building permitting agencies to suspend building permits upon receiving notice from the Director of Labor and Industrial Relations that workers' compensation coverage or self-insurance authorization has been canceled or expired until coverage is restored.

Establishes July 1, 2050 as the effective date for the legislation.
