Requires departments, agencies, and offices (including executive branches, auditor, judiciary, legislative reference bureau, and Office of Hawaiian Affairs) to submit audit and study reports funded by legislative appropriations to the applicable subject matter committee chairs.

Mandates committee chairs conduct a public hearing or informational briefing on submitted reports within one year of receipt.

Allows committee chairs to request a one-year extension or waiver of the hearing requirement from the president of the senate or speaker of the house, with reasons posted publicly on the legislature's website.

Establishes that submitted reports must comply with section 93-16 requirements.

Takes effect July 1, 2088.
