Appropriates $250,000 for fiscal year 2017-2018 and $250,000 for fiscal year 2018-2019 to the Department of Human Services to conduct a feasibility study on creating an integrated database for homeless service providers.

Database would provide access to police, medical, social services, and mental health records of homeless individuals to improve service tracking and optimize costs.

Addresses the state's homelessness crisis, which affected 7,921 individuals as of January 2016, representing a 4% increase from the previous year.

Aims to reduce delays in critical services by improving access to pertinent records and information about homeless individuals served by providers.

Takes effect on July 1, 2017.
