Creates a new offense of "indecent advertising" as a misdemeanor for using nude images or references to intimate areas in advertisements for massage therapy, relaxation therapy, or escort services.

Prohibits publishers and producers of print, broadcast, or electronic advertising from publishing advertisements for massage, relaxation, spa, escort, or body rubs services that violate these restrictions.

Provides publishers and producers a rebuttable presumption of compliance if they obtain written or electronic agreements from advertisers stating they will not advertise services in violation of state or federal law.

Defines key terms including "advertise" (cards, signs, newspapers, broadcasts, internet), "escort," "massage therapist," "relaxation therapist," and "intimate areas" for purposes of the law.

Takes effect upon approval; does not affect rights, duties, or proceedings that began before the law's effective date.
