Requires merchants to provide sales receipts to customers making cash purchases unless the customer declines.

Defines "merchant" as any person engaged in selling services or goods at retail and "sales receipt" as documentation substantiating a sale.

Sales receipts must include the merchant's name, transaction date, detailed description of goods or services, amount paid, and indication that payment was made in cash.

Applies to Chapter 481B (Consumer Protection) of Hawaii Revised Statutes as a new section in Part I.

Takes effect upon approval.
