HB 399 Summary

• Requires the University of Hawaii system to separate into three independent systems by July 1, 2022: a community colleges system, an undergraduate universities system (UH-West Oahu and UH-Hilo), and a research system (UH-Manoa and related research units).

• Each of the three separated systems shall have an independent board of regents appointed in the same manner as the current board.

• Prohibits the legislature from appropriating general funds to the University of Hawaii at Manoa or any program within the University of Hawaii system of research institutions, effective July 1, 2022.

• Requires the University of Hawaii to submit progress reports to the legislature no later than twenty days before the 2018, 2019, 2020, 2021, 2022, and 2023 regular legislative sessions, including separation progress, organizational charts, and financial plans for self-sufficiency.

• Converts the current Board of Regents, University of Hawaii president, and other system positions to corresponding positions within the University of Hawaii system of research institutions.
