Appropriates funds for fiscal years 2017-2018 and 2017-2019 to cover collective bargaining cost items negotiated with exclusive bargaining representatives of collective bargaining unit (3) across multiple state departments and agencies.

Provides salary increases and other cost adjustments authorized under chapter 89C, Hawaii Revised Statutes, for excluded state officers and employees in the executive branch and judiciary who are in the same compensation plans as collective bargaining unit (3) members.

Allocates funding through the Hawaii Health Systems Corporation (HTH 210) for both collective bargaining costs and non-bargaining excluded employees within the health system.

Appropriates funds to the health premium payments account (BUF 761) to cover Hawaii employer-union health benefits trust fund costs for collective bargaining unit (3) members and their excluded counterparts.

Requires unencumbered funds remaining as of June 30, 2018 and 2019 to lapse, with the act taking effect July 1, 2050.
