Establishes a Civil Rights Board within the Department of Health consisting of nine members appointed by the governor, senate president, and house speaker, with each member having background in homelessness, mental health treatment, substance abuse treatment, human services, or criminal justice.

Authorizes the Civil Rights Board to request that law enforcement officers initiate emergency examination and hospitalization proceedings under Hawaii Revised Statutes section 334-59(a) for individuals who are imminently dangerous to themselves or others.

Grants the Civil Rights Board authority to order law enforcement officers to address complaints if an officer declines a board request and the board determines an individual poses danger to public health or safety, including actions such as relocating the individual or taking them into custody.

Directs the Department of Health to establish rules under chapter 91 to implement the purposes of the Civil Rights Board.

Takes effect upon approval.
