Creates a statewide, state-funded, subsidized public service employment program administered by the Department of Labor and Industrial Relations to assist unemployed persons, including homeless individuals, in finding jobs.

Establishes hiring priority order: individuals unemployed 15+ weeks, other unemployment insurance claimants, state public assistance recipients, and other unemployed persons.

Provides subsidies to employers who train and permanently hire unemployed persons for on-the-job training, counseling, job orientation, education, language instruction, medical/dental services, transportation, and wages (capped at unspecified maximum per position and 25% of employer workforce).

Authorizes low-interest loans to private employers for hiring unemployed persons, with loan amounts capped at unspecified maximums per employee and per employer, terms up to five years, and interest rate unspecified.

Appropriates unspecified general revenue funds for fiscal years 2017-2018 and 2018-2019 to implement the program; effective July 1, 2017.
