Extends the discovery rule deadline for civil actions based on sexual abuse of minors to three years after discovering the psychological injury was caused by the abuse, or eight years after the victim's eighteenth birthday, whichever is later

Expands the lookback window for previously time-barred claims from four years to eight years after April 24, 2012, allowing victims to file claims against abusers or entities that failed in their duty of care

Permits civil claims against legal entities if the abuser was employed by the entity with a duty of care to the victim, or if the entity had responsibility or control over the activity where abuse occurred

Requires a finding of gross negligence to award damages against a legal entity under the lookback provision

Effective date of July 1, 2050 with retroactive application to claims filed after April 24, 2012
