Allows applicants to request a "one hundred per cent disabled veteran" designation on their driver's license, in addition to the existing veteran status notation.

Defines "one hundred per cent disabled veteran" as a person designated as such by a letter from the United States Department of Veterans Affairs stating they have service-related disabilities that rendered them permanently and totally disabled.

Requires the designation to appear on the front of the license and permits use of a symbol or abbreviation, but restricts the notation to only the term "one hundred per cent disabled veteran."

Extends the same "one hundred per cent disabled veteran" designation options to identification card applications under Hawaii Revised Statutes Section 286-303 and 286-305.

Takes effect on July 1, 2050.
