Restores the University of Hawaii president as chief procurement officer for all procurement contracts, removing the state procurement office's authority over construction and construction-related professional services contracts.

Adds two ex officio nonvoting faculty members to the University of Hawaii board of regents—one from a community college and one from a four-year campus in a different county.

Prohibits the board of regents from approving tuition fee increases until an unspecified future date (with a blank placeholder in the legislation).

Requires the University of Hawaii to submit a report to the legislature by twenty days before the 2018 regular session on whether tuition increases for 2018-2021 are addressing the university's repair and maintenance backlog.

Effective date set for January 1, 2050.
