Exempts University of Hawaii technology transfer activities from Hawaii Code of Ethics sections 84-12, 84-13, 84-14 to 84-16, and 84-18, provided activities comply with the Board of Regents' approved regulatory framework and research compliance program.

Defines "technology transfer activities" as the process of transferring scientific findings from public to private sector for commercial development, including joint ventures, equity allocation, patent protection, and commercialization strategies.

Requires the Board of Regents to submit annual written reports to the Legislature no later than 20 days before each regular session on the development of its regulatory framework and the status of University of Hawaii technology transfer activities.

Establishes that the exemption aligns with federal ethical research principles and technology transfer regulations used by peer institutions to remain competitive for research funding.

Sunsets on June 30, 2022.
