Substitutes chapter 91 (rulemaking) procedures with chapter 92 (open public meetings) requirements for University of Hawaii Board of Regents policy adoption on internal management matters.

Requires the board to adopt policies governing inventory, equipment, surplus property, and expenditures at open public meetings instead of through formal administrative rulemaking.

Mandates that residence tuition policies, state higher education loan fund policies, and parking policies be adopted at open public meetings subject to chapter 92 procedures.

Requires expenditure documents to be disclosed in open meetings for public comment, with all budgetary documents made available to the public at least six calendar days before the meeting.

Allows previously adopted rules under chapter 91 to remain in effect until the Board of Regents repeals or replaces them with policies adopted under the new open meeting procedures.
