Allows the John A. Burns School of Medicine to continue receiving a portion of the physician workforce assessment fee for ongoing workforce planning and assessment.

Extends funding to support strategic recruitment and retention of physicians in rural and medically underserved areas of Hawaii.

Removes the June 30, 2017 repeal dates from Act 18 (Special Session Laws of Hawaii 2009) and Act 186 (Session Laws of Hawaii 2012), making the physician workforce assessment program permanent.

Addresses Hawaii's critical physician shortage, particularly noting the state has the fifth oldest physician workforce nationally with over half of current physicians expected to exceed age sixty-five within ten years.

Takes effect on June 29, 2017.
