Allows grandparents to file petitions with family court to obtain custody of minor children, provided Hawaii is the child's home state, custody is in the child's best interest, and denial would cause significant harm to the child.

Adds criteria for grandparent visitation rights, requiring that Hawaii is the child's home state, visitation is in the child's best interest, and denial of visitation would cause significant harm to the child.

Requires family courts to follow all standards, considerations, and procedures for custody and visitation established under Hawaii Revised Statutes section 571-46 when ruling on grandparent petitions.

Mandates that parents and child custodians receive actual or constructive notice of grandparent custody or visitation petitions and have opportunity to be heard before any order is issued.

Takes effect on July 1, 2075.
