Defines "propeller guard" as either an after-market physical barrier (cage, screen, vane guard, shroud, ring, deflector) or a propeller manufactured with integrated physical barriers or rounded leading blade edges.

Addresses Hawaii's boating safety concerns, noting the state had the second-worst boating fatality rate in the nation in 2011 (44 deaths per 100,000 registered ocean vessels).

Aims to protect swimmers, divers, surfers, snorkelers, and paddlers from propeller injuries while reducing harm to marine animals and aquatic ecosystems.

Becomes effective upon approval.
