Prohibits waiving public hearings for variance applications involving shoreline hardening structures (seawalls, revetments, groin) that artificially fix the shoreline.

Requires the authority to make specific written findings before granting a variance for shoreline hardening structures, including assessment of relocation feasibility, damage likelihood, alternative protection methods, and whether hardening is the most reasonable option.

Exempts shoreline hardening structures from automatic variance exemptions previously available for certain structures and activities in the shoreline area.

Applies conditions to minimize impacts on lateral access, beach processes, structure failure risks, and public views when variances are granted for shoreline hardening.

Takes effect July 1, 2050.
