HB 451 - Hawaiian Homes Commission Act Amendment

• Reduces the minimum Hawaiian blood quantum requirement for successors to Hawaiian home land lessees from one-quarter to one thirty-second Hawaiian.

• Applies the reduced blood quantum requirement to certain relatives including spouses, children, grandchildren, brothers, and sisters of deceased lessees.

• Maintains full native Hawaiian blood quantum requirements for more distant relatives such as parents, widows/widowers of children, and nieces/nephews.

• Exempts descendants of non-native Hawaiians who were entitled to leased lands under federal acts from the blood quantum requirements.

• Effective upon approval by the governor and consent of the United States Congress.
