Prohibits the Department of Agriculture from charging agricultural producers for food safety certification activities conducted by the department.

Establishes an agricultural food safety certification program within the department that develops certification systems complying with FDA Food Safety Modernization Act requirements and provides education and technical support to farmers and ranchers.

Removes provisions requiring persons requesting meat and poultry inspection services to reimburse the state for inspection costs; the state shall bear these expenses instead.

Eliminates overtime inspection fees charged to slaughterhouses and processing establishments; the department shall pay inspectors for overtime services requested in advance.

Effective date set for July 31, 2150 (note: this appears to be a clerical error in the legislative text).
