Requires county police chiefs to disclose to the legislature the identity of police officers upon the officer's second suspension in a five-year period or discharge.

Amends the annual police misconduct report to include identity disclosure for officers experiencing a second suspension within five years or termination.

Modifies the Uniform Information Practices Act (HRS 92F-14) to allow public disclosure of police officer names and disciplinary details after a second suspension in five years or discharge, following conclusion of grievance procedures and a 90-day waiting period.

Exempts public records privacy protections for county police officers facing suspension or discharge, making their disciplinary information accessible under specific conditions.

Effective date: July 1, 2050.
