Appropriates unspecified funds for fiscal years 2017-2018 and 2018-2019 to issue civil identification cards to inmates upon request prior to their release from prison.

Requires the Department of Public Safety to collaborate with the Department of Transportation and county examiners of drivers to issue the identification cards in accordance with part XVI of chapter 286, Hawaii Revised Statutes.

Addresses the challenge that released inmates often lack valid photo identification, which creates barriers to housing, employment, and accessing services.

Takes effect on July 1, 2017.
