Department of Public Safety must solicit proposals for a new 3,000-bed correctional facility to house current Halawa correctional facility inmates and Hawaii inmates currently housed in Arizona.

New facility shall be operated by public employees and provide multiple custody levels (community, minimum, maximum security) with counseling, vocational training, and education programs.

Department may enter into public-private partnerships to plan, design, and construct the facility, or lease-option contracts allowing rental before purchasing.

Upon completion of the new facility, operations of Oahu Community Correctional Center must relocate to the vacated Halawa correctional facility site.

Department must suspend current environmental impact statement process and submit a report to the legislature by 2018 with proposal costs, feasibility analysis, and legislative recommendations.
