Allows satellite city halls in counties with populations over 700,000 to issue Hawaii state identification cards, effective July 1, 2019.

Eliminates the current restriction that prevents satellite city halls from issuing identification cards because they do not issue driver's licenses.

Requires the director of transportation to submit a report to the legislature by twenty days prior to the 2018 regular session on implementation progress, findings, recommendations, and any needed funding or equipment.

Provides additional convenient locations for residents, particularly elderly and children, to obtain identification cards and reduces wait times at crowded driver licensing offices.
