Creates a new Class C felony offense for committing a crime while on bail and awaiting trial, but only when released without posting cash, property, or other financial security.

Prohibits courts from requiring financial or property surety (cash, credit/debit card authorization, stocks, bonds, or real property) as bail conditions for misdemeanors, petty misdemeanors, or violations.

Permits bail denial or financial surety requirements only for serious crimes when there is serious risk of flight, obstruction of justice, danger to persons/community, or illegal activity.

Effective date set for July 1, 2099.
