Authorizes designated expending agencies for grants, subsidies, and capital improvement projects to delegate their expending authority to a different agency with approval from the Governor, original expending agency, and the grantee.

Requires the Governor to notify the legislature within five days of each delegation and submit annual reports covering all delegations from December 1 to November 30, due at least twenty days before the next regular legislative session.

Designates the receiving agency as the new expending agency for purposes of Chapter 42F, Hawaii Revised Statutes, following any delegation of expending authority.

Takes effect July 1, 2017.
