Establishes a new bargaining unit (15) for employees of the Hawaii Health Systems Corporation under Hawaii's collective bargaining framework.

Modifies the voting structure for public employer negotiations: the governor retains five votes (reduced from six) and the Hawaii Health Systems Corporation board is removed from the general employer group voting.

Creates a separate negotiating structure for HHSC employees where the governor and HHSC board each have one vote with equal power, requiring agreement between both parties.

Updates Hawaii Revised Statutes Section 89-11 to include HHSC employees in the impasse resolution procedures, allowing mediation and arbitration when negotiations reach an impasse.

Takes effect July 1, 2090, and applies to collective bargaining agreements negotiated after that date.
