Establishes restrictions on appropriations from the Emergency and Budget Reserve Fund, prohibiting withdrawals exceeding 50% of the fund's total balance in any single fiscal year.

Limits appropriations for discretionary costs to no more than 10% of total discretionary funds appropriated by the legislature for the same fiscal year, with non-discretionary funds defined as debt service, pension contributions, health insurance contributions, Medicaid costs, and other essential operational expenses.

Prohibits appropriations from the fund for any succeeding fiscal year unless the State collects less general fund tax revenue in the current fiscal year compared to the immediately preceding fiscal year.

Maintains existing prohibitions on using the fund for legislative expenses, salary adjustments for constitutional officers, and collective bargaining contract costs.

Takes effect on July 1, 2017.
