• Amends Hawaii Revised Statutes Section 709-906(9) to make abuse of a family or household member a Class C felony when the victim is under 14 years of age

• Makes abuse of a family or household member a Class C felony when the abuse occurs in the presence of a minor family or household member under 14 years of age

• Does not affect rights, duties, penalties, or proceedings that were established before the effective date

• Takes effect on July 1, 2050
