Appropriates funds for fiscal years 2017-2018 and 2018-2019 to Hawaii Community College and University of Hawaii at Hilo to study agriculture programs and opportunities on the island of Hawaii in collaboration with the Department of Agriculture and Agribusiness Development Corporation.

Requires the study to examine areas where Hawaii Community College and University of Hawaii at Hilo agriculture programs can collaborate to maximize efficiency and reduce redundancy.

Directs the study to identify new agriculture opportunities on the island of Hawaii and develop a holistic approach to growing agriculture and agricultural learning opportunities there.

Mandates Hawaii Community College submit a report to the legislature no later than twenty days before the 2018 regular session with study findings and any proposed legislation.

Effective date set for July 1, 2050.
