Appropriates $87,500 for fiscal year 2017-2018 and $87,500 for fiscal year 2018-2019 to the University of Hawaii College of Tropical Agriculture and Human Resources Cooperative Extension Service.

Funds are designated for one full-time equivalent (1.0 FTE) ornamental plant extension agent position in the city and county of Honolulu.

Addresses documented decline in extension agents statewide, which decreased 43 percent over twenty years and 27 percent since 2008, resulting in reduced community services.

Extension service provides science-based educational programs in agriculture, natural resources, human resources, 4-H youth activities, nutrition, and health to communities throughout Hawaii.

Effective date is July 1, 2017.
