Establishes a Food Production Goals Task Force within the Department of Agriculture to develop specific food production goals for Hawaii, with focus on increasing locally produced food supplies to public schools by 2030.

Task force membership includes the Board of Agriculture chairperson, Hawaii farm to school coordinator, Board of Education chairperson, Superintendent of Education, one House member, one Senate member, all four county mayors, and five representatives from the farming and agricultural community selected by the governor.

Task force must establish food production goals, determine current local food production levels, analyze statutes and rules affecting local food supply to schools, propose legislation or rule changes, and set specific percentage goals for locally produced food in school meals.

Task force required to submit findings, recommendations, and proposed legislation to the legislature no later than twenty days prior to the 2018 regular session and shall cease to exist on June 30, 2018.

Appropriates funds from general revenues for fiscal year 2017-2018 to enable the task force to carry out its duties; takes effect July 1, 2017.
