Establishes a two-year pilot school sidewalk maintenance and repair program in Honolulu, Hawaii, Maui, and Kauai counties, operating from July 1, 2017 through June 30, 2019.

Requires each county to fast-track maintenance and repair of sidewalks in school zones and areas with significant school-related pedestrian traffic, prioritizing those with the greatest safety concerns.

Defines "sidewalk" as the portion of a street between curb lines and adjacent property lines intended for pedestrian use, and "school zone" as streets and public property in the vicinity of schools designated by the department of transportation and respective counties.

Mandates each county submit reports to the legislature at least twenty days before the 2018 and 2019 legislative sessions detailing repaired sidewalk locations and costs, planned repairs with timelines and estimated costs, and recommendations for ongoing sidewalk maintenance.

Appropriates unspecified state funds to each county (amounts not filled in) for fiscal years 2017-2018 and 2018-2019 to support the pilot program, with such appropriations constituting the state's share under the state constitutional mandate requirement.
