Appropriates state funding for start-up grants to assist newly approved, pre-opening public charter schools for fiscal years 2017-2018 and 2018-2019 (specific dollar amount left blank in the bill text).

Targets charter schools that meet priority needs identified by the state public charter school commission, including schools in areas where existing public schools are at or near capacity and schools serving academically underperforming communities.

Addresses overcrowding in department of education schools, particularly in leeward Oahu and areas affected by projected residential development in the Kakaako community development district.

Grants the state public charter school commission authority to establish grant criteria and guidelines for distributing and using the appropriated funds.

Takes effect on July 1, 2051.
