Amends the Preschool Open Doors Program to define "underserved" or "at-risk" children by reference to section 302L-1.

Establishes that among underserved or at-risk children, priority for program enrollment shall be given to those whose family income is at or below 250 percent of the federal poverty level.

Maintains existing priority for four-year-old children who are ineligible for public school kindergarten due to their birth date falling after the kindergarten eligibility cutoff.

Takes effect on July 1, 2051.
