Increases Hawaii's minimum wage to $10.50 per hour on January 1, 2018, replacing the previously scheduled $10.10 rate.

Establishes scheduled minimum wage increases to $12.00 per hour (January 1, 2019), $13.50 per hour (January 1, 2020), and $15.00 per hour (January 1, 2021).

Requires the Department of Labor and Industrial Relations to calculate an adjusted minimum wage rate annually beginning September 30, 2021, using the Honolulu region Consumer Price Index for urban wage earners and clerical workers, with adjustments taking effect each January 1 thereafter.

Eliminates the tip credit provision that previously allowed employers to pay tipped employees a reduced minimum wage if combined wages and tips met specified thresholds.
