Authorizes the Executive Office on Early Learning and State Public Charter School Commission to enter into a memorandum of understanding to jointly administer charter school prekindergarten classrooms.

Appropriates unspecified amounts from general revenues for fiscal year 2018-2019 to hire eighteen teachers and eighteen educational assistants for charter school prekindergarten classrooms, plus funding for substitute coverage during ten professional-development days.

Provides additional appropriated funds for leadership professional development for charter school administrators in early-childhood practices, supplies, overhead, and facility maintenance to meet state child care licensing requirements.

Appropriates funds for administration and management of the charter school prekindergarten programs by the Executive Office on Early Learning in partnership with the Hawaii State Public Charter School Commission.

Takes effect on July 1, 2051 (note: effective date appears to contain a drafting error as it is decades in the future).
