Replaces terminology of "agricultural tourism" with "agricultural commerce" in Hawaii's agricultural district regulations to broaden permitted activities on agricultural land.

Removes requirement that counties must adopt ordinances regulating agricultural tourism before such activities are allowed in agricultural districts.

Allows agricultural commerce activities on working farms and farming operations to be conducted without county adoption of specific regulatory ordinances, making such uses more accessible statewide.

Maintains agricultural commerce as an accessory and secondary use to principal agricultural activities that does not interfere with surrounding farm operations.

Applies to counties with at least three islands that wish to permit overnight accommodations of twenty-one days or less for agricultural commerce activities alongside bona fide agricultural operations.
