Increases the maximum administrative fine for ethics violations from $500 to $1,000 per violation under Hawaii Revised Statutes Section 84-39.

Clarifies that the State Ethics Commission can assess fines either after convening a hearing and rendering a decision, or through a settlement agreement with the respondent prior to completing the contested case process.

Allows settlement agreements to include payment of administrative fines, restitution, or both as part of resolving alleged ethics violations.

Specifies that all fines collected continue to be deposited in the general fund.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the effective date.
