Amends Hawaii Revised Statutes Section 304A-2251 to authorize the University of Hawaii commercial enterprises revolving fund to expend revenues for food services costs and expenses.

Allows the revolving fund to cover all costs and expenses associated with operating commercial enterprises, including hiring personnel, providing food services, renovating commercial space, and purchasing merchandise, supplies, and equipment.

Maintains existing authority for the university to transfer funds into the revolving fund to finance establishment of new commercial enterprises, with a cap of 10 percent of tuition and fees special fund moneys.

Takes effect on July 1, 2017.
