Amends Hawaii Revised Statutes section 103D-102(b) to add a new exemption from the Hawaii Public Procurement Code for University of Hawaii at Manoa intercollegiate athletics.

Exempts contracts for procuring goods or services for the Office of Intercollegiate Athletics at UH Manoa when using funds from the University of Hawaii at Manoa Intercollegiate Athletics Special Fund established under section 304A-2176.

The exemption allows UH Manoa athletics to procure goods and services without complying with competitive procurement requirements that normally apply to state governmental bodies.

Takes effect on July 1, 2050.
