Establishes the high-growth grant program within the Department of Business, Economic Development, and Tourism to assist qualified businesses with grants for expansion, productivity improvements, or food safety investments.

Authorizes grants to finance equipment purchases, management and workforce training, infrastructure improvements, and consulting or feasibility studies.

Limits grants to 20 percent of private investment in a business, with a maximum of $400,000 per qualified business per calendar year.

Requires qualified businesses to have been in operation for at least two full years and demonstrated the ability to export products.

Establishes the high-growth grant program special fund with legislative appropriations, allowing no more than $100,000 annually for program administration.
